Rock Hall Partners specializes in M&A transactions across the GovCon sector with over 25 years of experience in M&A and corporate development.
We provide both sell-side and buy-side support for our clients. On the sell-side, we work with owners looking to either sell their business or sell off assets (contract vehicles such as GWAC’s or IDIQ’s). On the buy-side, we help to strategically plan an M&A strategy and find target businesses or contract vehicles by leveraging our database and relationships to execute on finding the right deal.

Mike Fisher, Managing Director
Mike Fisher is Managing Director and founder of Rock Hall Partners. He has over 30 years of experience in the government services market, with over 20 years focused on mergers & acquisitions and corporate development. Mike has been involved in numerous buy-side and sell-side transactions both as an in-house corporate development executive and as an external, trusted advisor to owners and management teams.
Before founding Rock Hall Partners, Mike was Vice President for Corporate Development at SRA International, where he supported SRA’s growth by leading the company’s M&A program. Prior to that his roles included Vice President of Mergers & Acquisitions, Director of New Venture Development, and Director of National Operations – SRA Financial Services. During Mike’s time at SRA the company’s revenues grew from just over $50M to over $1.6 billion.
In addition to mergers and acquisitions, Mike was involved in such activities as the sale of SRA’s Assentor software business which ultimately became part of Hewlett Packard; the spinoff of SRA’s financial services data mining business Mantas Inc. which ultimately became part of Oracle Inc.; and also served as a director of SRA Ventures LLC, a joint venture with Safeguard Scientifics. Before joining SRA, he held roles at EDS, PRC, Technology Associates Inc. and Vitro Corporation.
Mike served on the Board of Directors of the National Capital chapter of the Association for Corporation Growth (ACG) and ACG named him Corporate Dealmaker of the Year. He is also an enthusiastic boater.
Brian Peirce, Associate
Brian joined Rock Hall Partners in September 2022. He supports the sourcing and execution of buy-side and sell-side engagements and possesses a knack for analyzing companies from both financial and operational perspectives. In May 2023, he graduated from Georgetown University with a Master of Science in Finance degree.
Before his tenure at Rock Hall Partners, Brian worked at M&T Bank in their Leveraged Finance Division as an Investment Banking Summer Analyst while simultaneously pursuing his Master’s degree. Prior to that, he held positions in Corporate Finance and Financial Advising.
Beyond his professional pursuits, Brian is a passionate sports enthusiast. He enjoys watching and playing basketball, golf, and football. During his undergraduate studies, he established the Men’s Club Basketball Team at Christopher Newport University and successfully guided it to join the National Club Basketball Association (NCBBA).
Tom McBrearty, Analyst
Since May 2023, Tom has worked as an Analyst at Rock Hall Partners after completing a Master of Finance at Georgetown University in Washington DC. At Georgetown, Tom was a sector head with the Graduate Investment Fund and won the club’s annual stock pitch event moderated by top industry professionals.
Prior to attending graduate school Tom studied for and passed the first two exams in the Charted Financial Analyst (CFA) program. While comfortable with numbers Tom spent most of his prior professional career in client services and relationship management. Tom likes to look for the story behind the numbers and brings his passion for working with people to M&A transactions.
Outside work Tom likes to stay active, including playing sports in and around Georgetown and the National Mall. Tom also regularly lifts weights and ran his first half marathon in December 2022.
